Radio Licenses (Callsigns) or Permits
The answer to the question of "Exactly WHO licenses Radio transmissions?" is a very complex topic.
Within the United States, there are two separate agencies that coordinate and license wire-line and radio based communication systems.
Some communication services require that Licenses be issued to individuals or legal entities, and other services are licensed
on a "rule only " basis. While the two agencies manage their particular consituents' use of the spectrum, both coordinate with each
other.
The NTIA (National Telecommunication and Information Administration) has authority over federal radio communications including:
National Defense, Law Enforcement & Security, Transportation, Resourse Management & Control, Emergencies.
The FCC (Federal Communications Commission) has authority over nonfederal communications such as:
Business, State & Local Government, Entertainment, Commercial, Private.
In addition to the issuance of a callsigns (station or individual), some individuals might also hold special "Operator" or "Maintainer"
type licenses, authorizing them to operate and/or maintain certain types of transmitting equipment. These are now commonly called
"Commercial Operator Licenses" and are sometimes granted for the users lifetime. Commercial Operator Licenses do not convey FCC
authorization to transmit radio signals, and holders should always make certain that the station is licensed as required
by the FCC.

HSHL (Hamshack Hotline) is a dedicated VOIP (Voice over Internet) telecom service for the Ham Radio community, and which
requires a user provided VOIP telephone handset.
